Pathways to Possibilities: Shaping the Future of Student Success in Connecticut

Pathways to Possibilities is a statewide initiative led by Connecticut superintendents (CAPSS) in partnership with Cardona Solutions to make sure every public school student has a clear, reliable path from the classroom to a rewarding career. The initiative focuses on building a unified system where career planning, college credits, hands-on internships, and industry credentials work together seamlessly, rather than as separate programs. Right now, public schools across our state have great individual programs, but student access to these opportunities is highly uneven. Over the next year, this initiative will tackle these gaps by advocating for supportive state and local board policies that ease hiring and funding constraints, while building practical "how-to" guides for school leaders. Ultimately, this effort will give superintendents the tools, policy frameworks, and community partnerships they need to help every Connecticut student graduate with a clear direction and a head start on their future. 

This initiative is guided by four pillars: 

Career Navigation: Connect interests, options, plans, and next steps.

Dual Enrollment: Earn college credit while in high school. 

Work-Based Learning: Learn about and through authentic work settings. 

Industry-Recognized Credentials: Demonstrate skills valued beyond school. 

The State Context: Strategy Meets Local Action

While the statewide Connecticut Career Pathways Commission and the CAPSS Pathways to Possibilities initiative operate concurrently, they fulfill distinct yet complementary roles within the state's educational landscape.

The Governor’s Commission, established by Executive Order and chaired by former U.S. Education Secretary Miguel Cardona, is charged with developing a comprehensive five-year strategic plan to align state-level agencies, funding mechanisms, and higher education. Conversely, Pathways to Possibilities functions as the critical mechanism for district-level implementation.

Bridging the Work

The Pathways to Possibilities initiative serves as a vital bridge between state-level planning and local school operations. While the Commission establishes the macro-level policy framework, the CAPSS initiative, in partnership with Cardona Solutions, ensures that these strategies are effectively operationalized within the specific constraints and opportunities of Connecticut's school districts. By equipping superintendents with the requisite policy templates, operational models, and implementation frameworks, this initiative transforms state-level objectives into sustainable, high-quality opportunities for students across all districts.
